Providence Park Remediation
|
PROJECT BACKGROUNDIn January 2004, buried debris and sixteen 55-gallon drums, and over 200 various sized receptacles containing Resource Conservation and Recovery Act (RCRA) regulated materials were discovered in Providence Park. These materials were reportedly dumped and buried at the park prior to 1970 when the property was utilized as a county road aggregate quarry and maintenance facility. ACTIONS TAKEN BY FULTON COUNTYTaking a proactive approach to the situation, the Fulton County Department of Public Works engaged the professional expertise of KEMRON Environmental Services, Inc. (KEMRON) to remove the materials from the park. A preliminary site assessment was conducted and the initial findings indicated the presence of numerous RCRA regulated compounds in the soil and groundwater. As a result, the Georgia Environmental Protection Division (GA EPD) placed Providence Park on the Georgia Hazardous Site Inventory. PROJECT GOALS
PHASE I - SOIL REMEDIATIONThe GA EPD recommended additional contaminant delineation and remediation at Providence Park after reviewing the Compliance Status Report (CSR) submitted by Fulton County. KEMRON was contracted to conduct the delineation and soil removal activities in the contaminated areas of the park. Approximately 8,331.5 tons of impacted soil was removed and confirmatory soil samples indicated that the impacted soil was successfully removed to below the site specific Risk Reduction Standards (RRS) in June 2006. PHASE II - GROUNDWATER REMEDIATIONThe removal of residual contamination from Providence Park's shallow groundwater began in September 2007 when Kemron was contracted to implement the groundwater remediation. The installation of groundwater recovery wells and a treatment system in January 2008 kicked off the second phase of the Providence Park environmental remediation project. The treatment system will provide quarterly groundwater monitoring and a sampling program will assess contaminant concentrations, contaminant plume migration, and hydrologic conditions. When contaminant concentrations are reduced below the designated RRS, the system will be turned off. Following active remediation, a two-year groundwater monitoring program will be implemented under the direction of the GA EPD to verify removal of contaminants. Once all remediation activites are completed, the groundwater monitoring wells and associated remediation equipment will be removed from Providence Park. PARK RESTORATIONAddtionally, Fulton County will restore the park by clearing fallen trees and debris, repairing the fencing, addressing the security, improving the post-excavation soil grade, and removing the temporary erosion control measures. |
